Expanding water supply
We are providing structured financing of USD 449.2 million to resume and rebuild the Quilonga water treatment facility to expand the water supply in Luanda.
The completion of this strategic investment is scheduled for the second half of 2027. The facility will strengthen water security and improve water quality in the city, reduce outbreaks of water-borne diseases, and provide a sustainable supply. Daily production will be 518 million litres, benefitting up to 3.5 million people.

Luanda’s rapid population growth has led to severe water supply shortages and outbreaks of water-borne diseases. The strategic Quilonga water treatment project was designed to help, but the project stalled.
We provided a structured financing line of USD 449.2 million to restart the build and implementation of this water treatment facility, supporting the project with monitoring, coordination, and ESG integration. The project is due to complete in the second half of 2027.
Quilonga will collect water from the abundant Kwanza River, supplying up to 518 million litres of water daily, benefitting up to 3.5 million people. It will guarantee a sustainable and safe water supply, strengthening water security in critical areas in Luanda and delivering major improvements for public health.
